Tiered Service Delivery Framework
Tier 1
- Instruction given to all students (core instruction) through general education curriculum and differentiated instruction.
Tier 2
- Approximately 15% of students may need this level of intervention.
- If more than 20% of students are struggling to demonstrate an understanding of any one essential skill or standard, the concept should be addressed in core instruction/Tier 1.
- Students scoring between 11-25%ile on a universal screener (aimswebPlus, Star) may receive a Tier 2 intervention.
- Tier 2 interventions consist of 12 students or less per group.
- Tier 2 interventions occur 3-5 days per week, 30 minutes each day.
- Interventionist facilitating the small instruction could be a grade level teacher, reading specialist, special educator, or intervention specialist (IIS).
- Assessment for progress monitoring to ensure students are making adequate progress towards of end year learning targets occurs during intervention time and biweekly.
Tier 3
- Approximately 5% of students may need this level of intervention.
- Students scoring between 1-10%ile on a universal screener (aimswebPlus/Star) may receive a Tier 3 intervention.
- Tier 3 interventions consist of 5 students or less per group.
- Tier 3 interventions occur daily for 60 minutes per day. This could be an additional 30 minutes plus a Tier 2 intervention.
- Interventions are generally provided by special educators, reading specialists or IIS. Students may miss other content to participate in a Tier 3 intervention.
- Assessment for progress monitoring to ensure students are making adequate progress occurs weekly and during intervention time.
